To the GIMP User List, I understand that I can sell GIMP for a fee if I want, but I am not clear whether or not I am allowed to use GIMP for commercial / business purposes. For instance, I want to use GIMP for a job to earn money. Can I use GIMP to edit photos / graphics as part of a job to earn money?

Are you using the very latest Gimp 2.10.12 Windows installer. It handles image format dependencies in a different way which might have an effect on your installation, although it should not for export. How are you opening these missing files? GIMP has an option to "Show preview in image window", which will also give you an estimate of the file size from the parameters. You can modify the "Quality" slider until you reach a desired file size. Does this help with what you wanted to achieve?
